The TOWRE-2, short for the Test of Word Reading Efficiency, Second Edition, is a brief, individually administered test of how quickly and accurately a person can read words. Written by Joseph K. Torgesen, Richard K. Wagner, and Carol A. Rashotte and published by PRO-ED in 2012, it covers ages 6 through 24 and takes about 5 to 10 minutes. How the TOWRE-2 is structured
The original Test of Word Reading Efficiency appeared in 1999, and according to its distributor Gander Publishing it was designed to give schools and clinics a quick, reliable measure of "word reading efficiency," meaning the speed and accuracy with which someone reads individual words. The publisher notes that the test has been featured in more than 200 research reports on reading and language development. The second edition kept the original's format and updated the norms.
The TOWRE-2 has exactly two subtests, and each one lasts 45 seconds.
• Sight Word Efficiency (SWE): The examinee reads aloud from a vertical list of real words that get progressively harder, and the score is the number of words read correctly in 45 seconds. This subtest captures how automatically a reader recognizes familiar words as whole units.
• Phonemic Decoding Efficiency (PDE): The examinee reads aloud a list of "nonwords," which are pronounceable made-up letter strings such as invented one-syllable combinations. Because these items cannot be memorized in advance, the score reflects how efficiently the reader applies letter-sound rules to something new.
Each subtest comes in four "alternate forms" (A through D) of equivalent difficulty. According to Gander Publishing, if an examiner gives just one form of each subtest, the whole session runs about 5 minutes including directions and practice items. The four forms exist so that schools can retest students during the year without practice effects inflating the scores, and PRO-ED suggests the test can be used three to four times annually to monitor progress in a response-to-intervention framework. The test distributor Western Psychological Services adds that the National Research Council has advised that every reading curriculum include procedures for measuring these two skills.
How TOWRE-2 scores work
Raw counts of words read correctly are converted to age-based "scaled scores." Like most standardized reading measures, these are set to a mean of 100 with a "standard deviation," a measure of how spread out scores are, of 15 points. A 2024 study in the journal Imaging Neuroscience that used the TOWRE-2 alongside other reading measures describes its scores as age-normed with a population mean of 100 and a standard deviation of 15. In practical terms, a score of 100 is exactly average for the person's age, roughly two thirds of examinees score between 85 and 115, and scores below 85 fall more than one standard deviation below the mean.
The two subtest scores also combine into a composite called the Total Word Reading Efficiency (TWRE) index, described in a 2015 test review in the Canadian Journal of School Psychology. Alongside scaled scores, the test yields "percentile ranks," which state the percentage of same-age peers scoring at or below a given score, plus age and grade equivalents.
According to PRO-ED, the TOWRE-2 norms come from a sample of more than 1,700 individuals in 12 states and Washington, DC, collected in 2008 and 2009, with demographics matched to U.S. census figures. The publisher reports strong score consistency: alternate-form coefficients above .90 and same-form test-retest coefficients above .90, with test-retest across different forms averaging about .87.
No score is perfectly precise, and good practice reports TOWRE-2 results with a confidence band. A training resource from the UK's SpLD Assessment Standards Committee works through the arithmetic using the TOWRE-2 itself: with a "standard error of measurement" of about 5 points on Sight Word Efficiency, a student who scores 90 can be said with 95% confidence to have a true score somewhere between 80 and 100.
The role of the TOWRE-2 in dyslexia evaluations
Fluency is where reading problems often hide. A student who has had years of tutoring may read individual words accurately when given unlimited time, yet still read so slowly that classroom work and comprehension suffer. Timed measures are designed to catch exactly this pattern. The 2015 Canadian Journal of School Psychology review notes that deficits in sight word reading and phonetic decoding are particularly diagnostic of reading problems, and PRO-ED lists early identification of struggling readers and diagnosis of reading disabilities among the test's core uses.
In a full evaluation, the TOWRE-2 rarely appears alone. Evaluators typically pair it with untimed word and nonword reading tests to separate "can't read it at all" from "reads it slowly," with a phonological processing battery such as the CTOPP-2 to probe the sound-level skills that underlie decoding, and with a passage-level measure such as the GORT-5 to see how rate, accuracy, and comprehension hold up in connected text. Broader achievement batteries such as the WIAT often round out the picture. The 2024 Imaging Neuroscience study is a good example of this pairing in research practice: its authors administered the timed TOWRE-2 subtests together with untimed word identification and word attack measures.
A diagnosis of dyslexia is a professional judgment made by a qualified evaluator, usually a school psychologist, clinical psychologist, or educational diagnostician, who integrates test scores with history and classroom evidence. A low TOWRE-2 score is a signal worth investigating, never a diagnosis by itself.
Does the TOWRE-2 measure intelligence?
No. The TOWRE-2 measures how quickly and accurately a person reads single words, which is a learned academic skill, while an intelligence test measures reasoning and problem-solving ability across many domains. The two can diverge sharply. Many people with dyslexia score in the average range or higher on ability measures while scoring well below average on timed word reading, and that gap between capable reasoning and labored reading is part of what prompts a referral in the first place.

The TOWRE-2 has earned its place in reading assessment, and it also has clear boundaries.
• Speed: At roughly 5 to 10 minutes, it delivers norm-referenced fluency data in less time than almost any comparable instrument, which matters when testing young children with short attention spans.
• Alternate forms: Four equivalent forms per subtest make it well suited to progress monitoring, since students can be retested without simply remembering the items.
• Reliability: Publisher-reported coefficients above .90 for alternate forms are strong for such a short test.
• Narrow scope: The test involves no sentences, no comprehension questions, and no writing. It cannot tell an evaluator whether a student understands what they read, so it must be interpreted alongside comprehension and untimed accuracy measures.
• Aging norms: The normative data were collected in 2008 and 2009. That is typical for instruments of this generation, though evaluators should keep the norming window in mind when interpreting scores today.
• Not a standalone tool: Like any single test, it samples one slice of reading. Diagnostic conclusions require a comprehensive evaluation by a qualified professional.
