The TOWL-4, or Test of Written Language, Fourth Edition, is a "norm-referenced" test of writing skill, meaning each student's performance is compared with a national sample of same-age peers. Published by PRO-ED in 2009 and written by Donald D. Hammill and Stephen C. Larsen, it is designed for students from age 9 years, 0 months through 17 years, 11 months. Across seven subtests, it measures both the mechanical building blocks of writing (spelling, punctuation, sentence construction) and the ability to compose an actual story. Schools and evaluators use it most often when a student is being assessed for a learning disability in written expression. What the TOWL-4 measures
Writing is hard to test with a single task because it involves two rather different kinds of skill. A student can spell and punctuate flawlessly yet write a dull, disorganized story, and another student can invent a vivid plot while misspelling every third word. The TOWL-4 handles this by using two testing formats.
The first is a "contrived" format, in which isolated writing skills are tested one at a time under controlled conditions. For example, a student writes a sentence dictated by the examiner so that spelling can be scored on its own, without the student choosing easy words to avoid mistakes. Five of the seven subtests work this way.
The second is a "spontaneous" format, in which the student writes an original story in response to a picture prompt. The story is then scored twice, once for writing conventions and once for the quality of the composition itself. According to PRO-ED, subtests 1 through 5 use contrived formats, while subtests 6 and 7 are scored from the spontaneously written story.
A 2011 review by Adam McCrimmon and Emma Climie in the Journal of Psychoeducational Assessment called the TOWL-4 an effective stand-alone measure of written expression with appropriate and adequate psychometric properties, and singled out the combination of contrived and spontaneous writing in one measure as particularly praiseworthy. The reviewers noted one limitation for readers outside the United States: the test lacks Canadian norms.
The seven subtests
The publisher describes the seven subtests as follows. Each appears on both forms of the test.
• Vocabulary: The student writes a sentence that uses a given stimulus word correctly, showing command of word meanings in actual written use.
• Spelling: The student writes sentences from dictation, and the score reflects correct spelling.
• Punctuation: The student writes dictated sentences, scored for proper punctuation and capitalization.
• Logical Sentences: The student edits an illogical sentence so that it makes better sense, which requires attention to meaning rather than mechanics alone.
• Sentence Combining: The student integrates several short sentences into a single grammatically correct sentence, a task that taps syntactic maturity.
• Contextual Conventions: Scored from the student's spontaneously written story, this subtest evaluates "orthographic" conventions (such as spelling and punctuation in context) and grammatical conventions as they appear in real writing.
• Story Composition: Also scored from the story, this subtest rates the quality of the composition, including vocabulary, plot, and prose.
Scores, composites, and the two forms
The TOWL-4 comes in two equivalent versions, Form A and Form B, each containing all seven subtests. Having parallel forms lets an evaluator retest a student later, for example after a period of instruction, without the student simply remembering the items.
Subtest results combine into three "composite" scores, which are broader summaries built from groups of subtests. PRO-ED lists these as Overall Writing, Contrived Writing, and Spontaneous Writing. Composite scores are reported as standard scores with a mean of 100 and a standard deviation of 15, the same scale used by most IQ and achievement tests, along with percentile ranks. That shared metric matters in practice, because evaluators often compare a student's written language scores with scores from ability and achievement measures such as those described in our guide to the WIAT test.
According to the publisher, the norms are based on 2,505 individuals tested in 2006 and 2007, drawn from 18 states and stratified by age. Administration takes roughly 60 to 90 minutes, and the test can be given individually or to groups, which makes it practical for school settings.
Who uses the TOWL-4, and why
The most common setting for the TOWL-4 is a special education evaluation. Under the Individuals with Disabilities Education Act (IDEA), the federal definition of a "specific learning disability" covers disorders in the basic psychological processes involved in understanding or using language, spoken or written, which may show up as an imperfect ability to write or spell. Federal regulations at 34 CFR 300.309 list written expression as one of eight achievement areas in which a student's underachievement can support identification of a specific learning disability, alongside areas such as basic reading skill and mathematics calculation.
When a school team suspects a written expression disability, it needs a defensible way to document that a student's writing is genuinely below age expectations rather than simply unpolished. A norm-referenced instrument like the TOWL-4 provides that evidence, because a low standard score places the student's writing relative to thousands of peers rather than relative to a teacher's impression. School psychologists, educational diagnosticians, and speech-language pathologists also use the test to profile strengths and weaknesses (for example, intact story ideas but weak mechanics) and to measure progress after intervention using the alternate form.
Two honest caveats belong here. First, no single test score should decide an eligibility question; IDEA evaluations draw on multiple sources of information. Second, writing samples are harder to score objectively than multiple-choice answers, and the spontaneous subtests require trained judgment, which is one reason qualified examiners administer the test.
How writing relates to general verbal ability
Writing is a language skill, so it is reasonable to ask how closely written expression tracks broader verbal ability. The evidence supports a real but moderate connection. A 2025 meta-analysis by Rocío Seoane and colleagues in the Review of Educational Research, covering 104 studies and more than 214,000 participants, found an average correlation of about .34 between oral language skills and written composition, with the relationship growing stronger as students advance through the grades.
A correlation of that size means the two overlap meaningfully but are far from interchangeable. Students with strong verbal reasoning tend to have an easier time generating ideas, choosing words, and structuring arguments, and word knowledge of the kind captured by vocabulary tests shows up directly in writing quality. At the same time, writing adds demands that oral ability does not cover: handwriting or typing fluency, spelling, punctuation, and revising. This is exactly why a student can score well on verbal ability measures and still qualify for support in written expression. The gap between ability and written output is often the clinical question the TOWL-4 is brought in to answer.
