What is the SHSAT test? New York City's specialized high school exam explained

The SHSAT test (Specialized High Schools Admissions Test) is the exam New York City uses as the sole factor for admission to eight of its nine specialized high schools, including Stuyvesant High School, the Bronx High School of Science, and Brooklyn Technical High School. Eighth graders (and first-time ninth graders) who live in New York City take the SHSAT in the fall, and offers go out the following spring in descending score order until every seat is filled. This article explains who takes the test, what is on it, how the composite score and school cutoffs work, the state law behind the single-test policy, and how the SHSAT compares with a true IQ test.

According to the New York City Department of Education, any current NYC resident in eighth grade, or in ninth grade for the first time, may register for the SHSAT, whether they attend a public, private, or parochial school. The test is given in the fall for entry the following September, either at a student's own school during a school-day administration or at a designated weekend testing site. Ninth graders who test compete for a much smaller pool of tenth-grade seats.

The stakes are unusually concentrated. The department states that the SHSAT is the only criterion used to admit students to the eight testing specialized high schools; grades, essays, and interviews play no role. The eight schools are:

• The original three: Stuyvesant High School, the Bronx High School of Science, and Brooklyn Technical High School, all named in state law.

• Five newer schools: the High School for Mathematics, Science and Engineering at City College, the High School of American Studies at Lehman College, Queens High School for the Sciences at York College, Staten Island Technical High School, and the Brooklyn Latin School.

The ninth specialized school, Fiorello H. LaGuardia High School of Music & Art and Performing Arts, admits by audition and portfolio rather than by the SHSAT. Competition for the testing schools is intense: Chalkbeat reported that roughly 26,100 students took the SHSAT in the most recent cycle and about 4,000 received offers, an offer rate near 15 percent.

The Department of Education's current test design has two sections, English Language Arts and Mathematics, with 50 questions per section and a standard time limit of 180 minutes. There are no separate section clocks. Students choose which section to begin with and decide for themselves how to divide the three hours.

• English Language Arts: revising and editing questions that test grammar, usage, and sentence-level clarity, plus reading comprehension question sets tied to fiction and nonfiction passages.

• Mathematics: ratios and proportional relationships, the number system and expressions, equations and inequalities, statistics and probability, and geometry, presented as multiple-choice items, fill-in-the-blank items, and newer technology-enhanced item types.

The format has changed recently. The exam moved from paper to computer in fall 2025, and beginning in fall 2026 the department describes it as a "computer-adaptive test," meaning the difficulty of upcoming questions adjusts based on a student's answers so far. Every student still answers the same number of questions (50 per subject) on the same grade-level content. Students must answer each question before moving on, and once a section is submitted they cannot return to it. Extended time and other accommodations are available for English language learners and students with an IEP or 504 plan.

The SHSAT does not have a fixed passing score. The department explains that each section produces a performance score based on the student's pattern of correct and incorrect responses relative to item difficulty. Each performance score is then transformed into a "scaled score," a converted score that puts all test forms on a common metric, and the two scaled scores are added together to form the composite score used to rank every test taker in the city.

Offers then follow a strict mechanical process: moving down the ranked list, each student is offered a seat at the highest school on their preference list that still has seats available. A school's "cutoff" is simply the score of the last student admitted, so cutoffs shift every year with the applicant pool and the number of seats. For fall 2026 ninth-grade admissions, the department's published lowest qualifying scores ranged from 495 at the Brooklyn Latin School to 561 at Stuyvesant, with Brooklyn Tech at 506 and Bronx Science at 525. Students receive at most one offer, and there are no waitlists.

Two official programs sit alongside this pipeline. Discovery is a summer program for rising ninth graders from low-income backgrounds who scored just below a cutoff; completing it successfully earns enrollment that September. DREAM offers free SHSAT preparation to eligible public school students.

The single-test policy is a matter of New York State law for the original three schools. The 1971 Hecht-Calandra Act required that admission to Stuyvesant, Bronx Science, and Brooklyn Tech be determined by a competitive, objective examination open to any city student in eighth or ninth grade, and it created the Discovery program for "disadvantaged students of demonstrated high potential." The relevant provisions live on in Section 2590-h of the state Education Law, which names the special high schools and carries forward the earlier admissions rules. Because of this statute, ending exam-only admissions at the original three schools would require action by the state legislature; the city applied the same test-only policy to the five newer schools on its own authority.

The policy has been debated for years. Supporters say a single uniform exam is objective, applies one standard to every applicant regardless of school or connections, and leaves no room for subjective judgment or favoritism. Critics argue that no single test sitting should decide a high-stakes outcome and point to persistent demographic gaps: Chalkbeat reported that in the 2026 cycle Black students received 3.5 percent of offers and Latino students 6.5 percent, while Black students make up 19.3 percent of city enrollment, and Asian American students received 56.5 percent of offers. Proposals to replace or supplement the exam have been introduced repeatedly in Albany without passing, so the single-test rule remains in force.

Because the SHSAT measures taught content, focused preparation helps. The strongest free resources are the official ones.

• Read the official guide: the department publishes the NYC Guide to the SHSAT each year, with the test design, sample questions, answer explanations, and test-day rules.

• Use the official practice tests: the NYC SHSAT portal offers a tutorial on the testing platform plus four fully functional online practice tests that mirror the real exam's form and content. Practicing on the actual digital interface matters now that the test is computer-adaptive.

• Work on timing strategy: with 180 minutes for 100 questions and no per-section clock, students should rehearse how they will split time between ELA and math before test day.

• Start early with content gaps: most successful test takers spend months shoring up algebra, geometry, and close-reading skills rather than cramming test tricks.

• Check DREAM eligibility: eligible public school students can get free, structured SHSAT preparation through the city's DREAM program.

No. The SHSAT is an "achievement test," an exam that measures learned academic skills in two school subjects, while an IQ test samples a broader set of cognitive abilities and reports scores against age-based population norms.

• Content: the SHSAT covers grade-level ELA and math standards. Full IQ batteries also measure abilities such as working memory, spatial reasoning, and processing speed that the SHSAT does not touch.

• Score meaning: IQ tests place a person on a normal distribution with a mean of 100 and a standard deviation of 15. The SHSAT composite is a rank-ordering tool for one applicant pool in one year; a 561 is meaningful only relative to that year's cutoffs.

• Purpose: the SHSAT exists to allocate a fixed number of seats, so it is deliberately difficult and competitive. An IQ test exists to estimate ability, and there is no cutoff to clear.

Selective admissions scores do correlate with cognitive ability because school achievement draws heavily on it, a pattern also seen in research on the SAT covered in our article on SAT scores and IQ. But a SHSAT score is not an IQ, and no serious psychologist would treat it as one. New York City actually uses a separate ability-style test, the OLSAT, in its gifted programs for younger children; our guide to the OLSAT test and our overview of how gifted testing works explain that side of the system.

The SHSAT is only for New York City eighth and ninth graders, and its score says nothing directly about IQ. Adults who want a real measure of cognitive ability need a normed instrument built for that purpose. The RIOT IQ test (the Reasoning and Intelligence Online Test), developed by RIOT IQ with psychometrician Dr. Russell T. Warne, is designed for adults 18 and older. It includes 15 subtests across six cognitive indices (verbal reasoning, fluid reasoning, spatial ability, working memory, processing speed, and reaction time), takes about 52 minutes, and reports scores on the familiar mean-100, standard-deviation-15 IQ scale. It does not replace an individually administered diagnostic evaluation, though it gives adults a rigorous, normed estimate of their reasoning abilities. You can take the RIOT IQ test at riotiq.com.

New York City residents who are current eighth graders or first-time ninth graders, including students at private and parochial schools. Ninth-grade test takers compete for a small number of tenth-grade seats.

The current design has 100 questions: 50 English Language Arts and 50 Mathematics, taken in a single 180-minute sitting with no separate section time limits.

There is no fixed number. For fall 2026 ninth-grade admissions the lowest qualifying score at Stuyvesant was 561, the highest cutoff of the eight schools. Cutoffs change every year.

Yes. The exam became fully computer-based in fall 2025, and beginning in fall 2026 it adapts question difficulty to each student's answers while keeping the question count the same for everyone.

No. It is an achievement test of grade-level ELA and math skills used to rank applicants for seats. It is not normed like an IQ test and does not sample abilities such as working memory or processing speed.
